Cheat engine is a legal program used by many people. not only for hacking. but to test things. (like single player games,)
my pc automatically starts cheat engine on windows boot, most of the days I don’t use it.
is it even legal for them to watch what your pc is running? PRIVACY? maybe?

Quite a few civilized countries dis allow you to have a gun, and do arrest you if they find one in your posession, even in countries where they are legal, they might prohibit you from bringing one (especially unlocked and loaded) to public events, arresting or fining you if you do.
And yes it is legal. Its called an End User License Agrement by making an account/playing the game you agreed to it, giving them the permision to monitor your PC for violations of said EULA, cheating is such a violation.
Btw. you can disable a program from starting with windows via taskmanager.
