I can support @MisterBadmin results.
I do believe using decimal card values is not the way to go with the math though.
The game can never always recycle a decimal number of cards.
I have found using decimal numbers for cards may be producing values lower that what the game is actually doing.
In the case of a cobalt, i have found you need closer to 400 cases to get the fragments you need on “Average”. Again that is starting from 0 fragments.
The fact that both our values are close to each other does mean the answer is some where in there and the result in the end will be the same. 
I would suggest waiting a bit as well…
at least for cobalt.
