It seems button “Play” in Steam for Dirty Bomb is broken - I push it but nothing happanes, so I couldn’t download this game from steam and here on the site all “Download” buttons are links to the steam (where Play/Download button is broken)

its a Problem with Steam which should be resolved by now and if not it should be very soon, hang tight.

A quick fix for this:
Press windows key and R simultaneously.
Copy and paste the following line
steam://install/333930
And hit enter, the usual steam download prompt will pop up.
