I cannot open Arsenal crates at required level?

I got Dirty Bomb 4-5 days ago, and have had so fun playing it… I just earlier reached level 7 and was very excited to open the arsenal crate that I had receive at level 5! I was about to open it when an error showed up stating
‘You must be level 7 to open’ I am 100% level 7… so its not like I wasn’t level 7… I would like to understand why this is happening can someone help me? or clarify something for me… I am new of course.
