huge lag and crashes on windows 10

I use windows 10 as stated above and I experience a lot of lag and a big number of crashes
something that caught my attention and I think that has nothing to do with windows 10 is that in-game,
before I join a server I always look at the server’s ping and see that it is at 70 (which is totally fine in my region)
but whenever i log into that server the ping is always at 100-200 and it is weird because it is not what it said
before I logged in.
