The next play phase will last from 26th of March (THAT’S IN FIVE DAYS OH MY GOD) until forever, presumably.

To get Dirty Bomb you’ll need a steam key, they’re being given out in waves to everyone who signs up for the beta, and to various gaming blogs/channels who will also give them out.

Make sure you’re in a region where you’ll be able to play the game, too. A list of available regions is here http://forums.dirtybomb.nexon.net/discussion/614/dirty-bomb-region-restrictions

nah, you can download the game already if you’ve got a key
on 26th the game servers will be up and running, meaning you won’t get an error message anymore if you try to start the game, like it is now
