No it isn’t, but the devs have said in stream that they’re working on private lobbies.

You can use dirty cup server when they are empty.

You can’t create a server, but you can start an offline solo match.
Go to the console and type in the command, switchlevel exe_overground

actually a server setup guide could be good. we r living in turkey and pings are not pretty good from here.

we may open a turkish server to play with better ping.

hope they will do this in future.
