How to Change my Profile Picture?

This is probably a really noob question, but how do I change my profile picture? I searched around the forums and in July 2015 somebody posted this picture as the way to change your profile picture, but I do not have this option. I have the other five options in the menu, but not “Change My Picture”. Is it because my account is new? Will I unlock it eventually? Was the thread I reached outdated? Any help would be appreciated.

You need a rep level of 25 before you can change your picture. Once you get to 25 it’s very obvious how to change it when on your profile. The option is just not available until you get to 25.
