Yes, though apparently the obsidian one will only have one loudout

I think culprit case have 9 of 2nd edition cards. I heard at dev stream that 2nd edition will be implemented in the end of ReV event and everyone will be happy with their culprit card. It may mean that new cards should be pretty balanced.
