How does melee damage REALLY work?

So, recently in a match two fascinating cases occured to me with the Stilnotto Stiletto:

I hit a Guardian with a heavy attack, she survived it, but after I finished her off with my primary, I got only 53 combat XP for the kill

In the same match I hit a Turtle too with the same Stiletto, and not only was he killed from max HP, but he got instagibbed too.

For those, who don’t know, that attack is supposed to deal 85 damage.

Being instakilled with the Hochfir on a laggy server is something I can explain to myself, but this is not like all the hitregs came in the same package.

A similar curiosity is getting e.g. a 18 damage combat assist with the KEK-10 in CQC without an enemy medic healing the foe.

I don’t even know, if it’s a bug or a hitreg problem, because everytime I experience something similar my connection feels awful

It’s possible someone else damaged that person besides you, or that person was able to avoid taking damage long enough that their regeneration started, which if I remember cancels all damage you did as exp to you because said person wasn’t killed. It’s also possible that the melee hit from the stiletto never actually hit said person and it just told you it did.

Furthermore, it’s also possible that this is a bug, though somewhat unlikely because Guardian only has 110 hp and there’s a problem in total amount of hp done and xp given that it’s most likely the stiletto never hit. If you could provide a video reference I’d have been able to diagnose this much better.

Combat XP was bugged a while ago, and displayed much lower numbers than it should have. If this is still happening, it explains your first point.
Not sure about the second, but I haven’t noticed any issues with melee damage myself.
