I have a Gold Arty that I have seen multiple times on other players before as well as a YouTube video with a Silver Nader card that I have.
Are the higher cards not as random or something?
How do the RNGesus cases work?

People are more likely to use those higher cards so you are more likely to see them on other players.

? Probably either more of a coincidence or they have multiple cards and that is the one that they decided to use. I tend to turn any cards I don’t use into tradeups while keeping the other cards. For example I have 7 golds right now, 5 of them I refuse to trade up because I like to use them a lot. I probably made 4-5 gold naders before I got what I wanted. Those 3-4 golds I didn’t use got turned into a Cobalt somewhere along the line.
It is more likely a case of people preferring one particular card rather than a lot of peopling RNGing into it.

Granted, it’s definitely his best loadout (with a BR-16 that is) so it’s probably more likely to be used, but it’s also in Swiss Red which cuts the % chance of that card appearing by a third.
