I just played a match with a hacker without realizing that he was hacking until after the match when a bunch of other players accused him of cheating, and upon checking his profile, there were several comments complaining about him being a cheater. I was going to wait for the next match to start so I could report him in-game, but he left the lobby. Is there any way I can still report him?
How can I report a hacker if I am no longer in a match with them?

You can also report him by sending a support ticket.
If you didn’t save his profile link check out the recent games tab on Steam, you might find him there.

Where do I submit a support ticket? The only links I can find don’t work because they are from before Dirty Bomb and Nexon split up.
