Weapon Kits currently only drop from Arsenal Crates, which you get from leveling up past level 8.
They can drop in a 1 or 5 pack and can be used on crafting Silver, Gold and Cobalt loadout cards for 2, 8 and 45 Weapon Kits, respectively.
The drop rates are currently unknown.
