nope. not in the standard game.
efx files are attatched to models in the code.
you would have to modify it…

No, but there is a program for Q3 and other Q3 based games that lets you create many particle effects, similar to JO’s particle system. It’s not nearly as flexible, but the finished product is a single shader, so that may be useful.
I don’t use it since JO’s particles are more powerful, but perhaps another Q3 editor could point you to it.
