there are A FEW cheaters that farmed XP and have +30 lvls.
Majority of +30lvls are people who have been playing for a very long time. The currently best team in Dirty Bomb has people with +40 levels
Your paranoid 
Most players, who can be considered hackers, are very low level. They buy their cheat then delve right into the game to start their reign of terror.
Almost everyone who is above level 20 have earned their levels legitimately. I can speak from experience. I’m part of one of the Competitive Dirty Bomb teams, and just about everyone on my team is level 25 and up. It takes time, but it will happen eventually.
For the most part, you will not see cheaters above the level of about 10. If you think that someone is cheating, I would suggest spectating them before making a report. If they are cheating, it will most likely be EXTREMELY obvious. Their aim will be snapping to heads, they’ll be doing 180 no-scopes with a Blishlock, etc. If you can’t really tell if they’re cheating or not, then they’re most likely not cheating.
Was there a possibility to level up in the closed beta? They just could have an advantage regarding to the level then.
I saw a level 50 and 47 in ranked, the only reason why my team won was because there was a hacker on our team.
I’ve seen a level 40+ player before. Didn’t seem fishy, they even said they felt bad when they played on pub servers but they had evidently joined to play with a friend of their’s who was about level 25 or so. C’est la vie I thought.

I am currently level 27 and most of the friends I play with are between 20 and 35. We have been playing since March on the closed beta and enjoyed the double xp week end too. We almost all played daily since March and xp grows bigger… We followed the dirty cups and are all coming from older FPS so even thought we are far from being pros, we have a decent team play style I would dear to say and we are certainly here to enjoy the fun together!
When I play on my own on servers I get accused of hacking sometimes or some people complain about the level difference but you shall remember a few things considering higher levels:
_They are in no way advantaged by them levels in game so don’t bother it.
_They might be better than you just because they spent a lot of time online and instead of yelling at them you should team play with them to improve your own game play.
_Ask for tips they might actually be nice at you and show you some things they learnt around during them dirty lives. 
_If you have to fight them in-game, just do your best to bit them, it will make you improve your gaming, can’t be otherwise.
I saw a few cheaters in the game during the 300+ hours I spent playing. Most of the time if you have a doubt, don’t say anything and go spec. If the guys is super fast and look incredibly good that means he might just be very good. Cheaters often have ridiculously poor skills and loads of kills. They often play bad somehow…
Actually I was playing yesterday night on a +10lvl server and we managed to kick a cheater playing Rhino with a non-spread hack on minigun (name: Genocidenoskill). Took us 1 whole map to get the team realizing it and get set up with the vote kick thingy but we managed. What I usually do with cheaters in DB is joining them team and standing in front of them the whole map anywhere they got, that ruins them game. I haven’t found anything better yet and since they are no team damage they cant kill you. Or you can just leave the server…

Usually you can tell an hacker, because the features of the Dirty Bomb aimbot are well known (there’s a plain site that is selling Dirty Bomb hacks among other things).
True hackers have the 360° automatic aimbot, you can’t even sneak on them, they always auto aim for your head whenever you enter in sight.
Played a match with one of them in competitive a while ago, it was awful, you couldn’t do anything.
The other one, you can assume they are good.
Now that I’m a bit more seasoned I conclude all my casual matches with the first or second score and a good K/D ratio, but sometimes I encounter lvl.25+ players who are both good and with a good loadout and I can barely scratch them (usually I avoid fighting and go for the objective).
Plus, you have to consider your team. It’s easy for a good player to pull off a great amount of killing if your teammates are lvl.1-5 and effortless and his team is working well.
Even if you are a decent lad, when you are alone against a bunch the entire team gangs on you and the best player steals most of the kills.
Don’t be so quick to judge, try to recognize skill from plain cheating.
On the other it’s true that a bettere anti-cheat system would be welcome and lovely but we have all the hope in the world about that <3
