well…
as for making your own textures. this is just way to bigger question to answer on a forum since basically any image editing software, recording equipment, digital cameras, 3d modeling packages are all used to make textures and often a texture (or at least a good one) is the result of several of these methods combined. a good place to start learning is photoshop as its a pretty powerful image editing tool and is used very widely in the games industry. if you don’t have an license and cant afford it you can try search for a similar piece of software GIMP that is free to use
i would recommend photoshop since thats what i use but depending on who you ask i expect you will get different answers. a good place to get started with photoshop is books, there are LOADS of photoshop tutorials online but i find very very few of them are actually useful to making texture
this book is fairly good and about half of it is dedicated just to talking the different things you should be looking out for when making a texture that is far more valuable than just jumping in and trying to learn photoshop. the second half is not quite as good and mainly just list of instructions to follow in photoshop it can be a bit boring but when you finish you are left with quite a good feel for how a lot of the tool work and how you can use them. the downside there are a lot of mistakes in the tutorial section and some are just plain wrong so it can be quite frustrating sometimes. but no the less it a foot on the ladder to making game textures
one rule i worth remeber all the dimensions of a texture must be to the power of 2. e.g. u cannot have a texture that is 57x57 pixels but u can have 128x512
as for using them in ET. all texture must be in .jpg or .tga format
place your textures in the directory
etmain/textures/“your folder name”/“your texture name”.jpg
you should then be able to find them in radiant and place them on your levels. you must also include these textures in the .pk3 when you offer the map for download. (these texture will still be pretty boring and wont do much since they wont have any shaders but this is a different story for another time)
all this is a very basic idea of how textures work and each area is much more complex but you should be able to find the information though searching the forum
right i use gimp and have done for ages…
my wolfenstein et folder contains a .pk3 with all the folders like textures scripts etc. inside …
i use pakscape… so do i just add to it…

In you texture folder in etmain
Creat a new folder called anything you want
(make sure it has no spaces or capital letters)
Then get your texture you want (Must be 256 x 256
or 512 x 512 or 512 x 256 etc… and it must be a .jgp)
then put it in your folder and done
(Also make sure the texture name dose not have spaces or capital letters…) done 
.jpg or .tga otherwise you wont be able to make use of a lot of the more powerful shader commands
