Help with connection

So a few times a week my connection with Steam is bad, like real bad.
It usually is a few hours but right now it was screwed for 48+ hours.
I am looking for a way to fix it.
Worth noting: My internet when surfing is good.
I already have plans to switch internet provider but currently it is not a real option.

Possible isp is throttling , are u using wifi in an apartment complex and when steam is bad is your speeds good using a speed test does anything else suffer the same time steam is an issue also its unlikely but has some one else hacked into your wireless
