What most likely will work:
Get an american friend, paypal him 50$ and let him gift it to you.
You will get the Nort american version of the game and thus also the 17th release date…
on top of that you will save money as the Euro is currently stronger than the dollar.
Other ways are buying a Key from a keystore with an american proxy activated to mask your european IP.
But this could actually get you into trouble, I dont know how these keystores get their keys, it’s probably not legal.
hiding your IP is also not tolerated by steam/valve and could get you banned.
The savest way is gifting, Valve has apperantly no problem with it as people discuss this all the time in the steamforums.
Especially Germans have to rely on gifting as this is one of the best way to circumvent the stupid censorship imposed by the Publishers.

I can’t find the article in question but i think someone was banned for selling american games to europeans through steam. Also you’d be circumventing your country’s tax system (no value added tax or import tax will be payed using this method) which is quite punishable by law. (Probably why steam banned the guy, because otherwise they’d be aiding tax evasion.)
That said, the difference in release dates is quite frustrating. The only reason seems to be tradition enforced by the retail industry.
