Radiation warning? Also the skull styalized with the CDA logo looks like the people around at the time are really pissed by what little aciton they’ve taken, or maybe JACKAL showing their disinterest in the CDA.

You should also note that in Terminal, there are the words “CDA Killers” under the skull that has the CDA logo forming eyes, nose, and mouth, implying that either the Jackals are the killers of the CDA, or the civilian population is dissatisfied with the CDA.
Oh, and there are wheeled containers full of body bags all over Underground and a few other maps, all of which have the CDA logo stylized on them.
Either the CDA is evil, or the Jackals are just bragging.

So that was what the text was, I remember seeing it once or twice but forgot about it entirely.
This could be why the CDA are also relying on mercs rather than doing the dirty work themselves as the mercs are much better at fight Jackal/other Mercs.
The same could be said in the reverse case as Jackal might have found the CDA too much of a hassel so they just hired mercs for the fighting, In both cases this can explain how some mercs have an endless supply of airstriking drones, ammo, medical supplies and items that aren’t their unique prototypes. (Sparks/Aura/Phoenix/Phantom, etc.)
This leads to a funny thought that every Rhino except one I’m playing as are the “Dumb-muscles” that can carry the minigun but don’t know when to not go head first with suicidal over-confidence while I’m the “True Rhino”.
Also the idea of the people thinking the CDA aren’t doing anything isn’t all that out there since they’re just following protocol to simply evacuate people and I’m sure at least somebody would feel like the people in charge simply evacuating rather than doing something with the radiation (which they’re doing with Dome) are just “sweeping it under the rug” so to speak.
He’s not completely insulated? The mask looks better for smoke inhilation and maybe the exposure to the radiation is so severe that it doesn’t matter since he isn’t wearing a hazmat suit, that’s my only thought thought besides “Because Video Game.”
