Game won't load

When I press to open the game the game says it Is not downloaded however the little dirty bomb loader in the bottom right loads up, any ideas?
I can find the file in my steam library and on my computer but it says it doesn’t exist, ive reinstalled, verified the game cache turned off antivirus etc
