which effect controls the visibility of such things as auras health station aoe and phoenix heal radius, i find it’s hard to optimally play phoenix without knowing how far i can heal.

These effects should always show up in-game regardless of your video settings, etc. With Phoenix, there is a circular pattern on the floor in front of you. It’s a little dim and not great for seeing, but it does give a good indication. 
Have you edited config ini files, by any chance?

ahh yeah… i changed my HUD. That’s not the problem though because i put graphics on to high and when i re-logged and went into a match the AOE for phoenix’s healing appeared.
