[Game Bug] Dropping Frames people warping since latest update

[left]Yesterday the game was running fine, this morning i got on to play some and now the game is hitching and people are warping. Its hard to describe i may have to make a video and upload it because im not sure im explaining it correctly. But basically its like ill be looking at something and move my reticle to the left and it skips a big portion of the screen. Other player models are doing it as well so it made it extremely hard to aim/play.

I tried some tweaks i found on the forum and it seems to have fixed it, but its weird that it just happened since this latest morning update.

For reference these are the changes i made. The game still feels kinda of “off” though and nowhere near as smooth as it was running.

“bUseBackgroundLevelStreaming=True”
“MipFadeInSpeed0=0” (these even out mipmap loads and draw time)

“MipFadeOutSpeed1=0”
“PhysXGpuHeapSize=64” (these balance physx calls even on cpu based physx titles)
“PhysXMeshCacheSize=16”
“bSmoothFrameRate=TRUE” (this really does need to be on, ignore what you’ve read)
“MinSmoothedFrameRate=30” (keep these right here. setting higher/lower does no good)
“MaxSmoothedFrameRate=400”
“DisableATITextureFilterOptimizationChecks=Fal se” (driver based opt is MUCH faster)
“UseMinimalNVIDIADriverShaderOptimization=Fals e” (same here)
“PoolSize=256” or (vidmem/poolsize exmpl: 512/128, 1024/256, etc, DO NOT exceed 768)
“bAllowMultiThreadedShaderCompile=True” (should already be on by default)
“ThreadedShaderCompileThreshold=4” (formulate like this: # of cpu-cores (not threads) -2)
“OnlyStreamInTextures=True” (reduces overall texture batch call size)

My system specs in case theyre needed are:

CPU= I7 4770k (running at stock speed)
GPU= GTX 780 (3gb vid ram)
Ram= 16 GB SDRAM DDR3 1600 (PC3 12800)
OS= Windows 7 X64 Service pack 1
HD= Seagate Hybrid Drive

NOTE: Also another really odd thing is my controls reset but only partially, like it unbound my primary mouse keys. Not sure what caused that. I ran a verify integrity file check through steam and it said everything was fine. [/left]
