Game barely using my gpu or cpu to to their potential

I have a core i7 920 not overclocked and a gtx 590. When I play in windowed mode at 800*500 resolution with high settings, windows control panel tells me I’m only using about %30 of my cpu, and the “nvidia inspector” tool tells me I’m only using %50 of 1 of my 2 gpus (the second is at %0).

With those settings I probably average 100 fps. Why won’t the game push my gpu and cpu to the max by simply increasing my fps!?!? I really want to consistently get 120 fps (yes, I have an 120hz monitor).

Are other people able to push their high-end rigs to the max and and consistently get more than 120 fps?

Does splash damage consider this a problem or is the engine simply designed to have some sort of max fps? Is it common for games institute some sort of max fps, because I didn’t think it was. I thought that while horsepower is available games simply try to spit out as many fps as possible

If I switch to 1680*1050 resolution my average fps only drops to like 85, and one of my gpu maxes out while the second one only goes to %10. (I’ve tried with and without the evga sli patch with no difference) I’ve had this problem with multiple nvidia drivers and all iterations of the game. You think thats bad? I have a radeon 5850 and it only uses 50% of the gpu, even when it drops into the 20s on sec tower, its still 50%.

thats a low resolution for such a beastly card. i get avg 85 FPS with my 580 and everything maxed out in game options and nv panel. maybe the 590 is overkill for this game? you also have a better cpu than me.

on the brink configurator app there is a setting for refresh rate. maybe if you set that to 120 and enabled vsync you might get the 120fps? what does vsync do by itself? 60 or 120?

ATI drivers im affraid. i got down to 17fps on shipyard with my old 6970. never below 50fps on my 580 and generally average ~85fps
