Frame STUTTER on mobile GPU

I’m posting this for my bud as he’s too frustrated at this point to even attempt to resolve the issue. I want him to be playing with me so I’m taking the time to plead for assistance.

He’s gaming on a laptop, but he’s a technical engineer and very savvy when it comes to hardware. We play hundreds of hours of games together every month and DB is the first that he’s come across with this issue on his hardware.

His laptop specs:
Intel i7 mobile CPU (that bursts about 3ghz)
16gb RAM
Nvidia 650m GPU
SSD drives

He’s changed every graphical setting in game he can tweak (even down to 800x600 with everything low and advanced options disabled), He’s tried all the shootergame.ini tweaks he can find via google searches. He’s disabled power saving modes. He’s manually overridden settings in nvidia control panel. He’s monitored his CPU and GPU temperature but it stays w/in normal limits. He’s also monitored CPU utilization which stays below 40% while in game. He has the latest nvidia driver (updated after the issue, which still persists).

I talked him into using fraps to show what he’s seeing. He’s using STAT UNITGRAPH in both of the below videos and STAT RAW in the latter one ( with STAT raw on, the engine smoothing of frames is alleviated and you cannot even see his game screen from the massive stutter spikes due to what I assume is the game engine choking on drawing the polygons).

He can get a fairly steady 40-60 FPS with the right graphical settings, but regardless of settings he gets this STUTTER all the time immediately upon joining a map. Some maps he says it’s MUCH worse, but this smaller map in the video he says performs best.

submitted a service ticket on this as well… no response to either at this point.

Did he update his drivers? Is he on win 10?

opened a support ticket 6 days ago pointed to this thread and gave the video examples along with a dxdiag etc… no response expect to point to a forum post with generic “have you done this statements” that I addressed in the ticket as “i have done this so far”.

too many other games to play. 10 days after opening a support ticket, GM’s close the ticket with the status “if we find a solution we’ll let you know”.
