I understand that fragger has no team perks and is team reliant to maintain efficiency. I just think his grenades are on too low of cooldown. Nerfing him much more than that would overcompensate. Lowering his health might be a common recommendation, but for pushing hes really one of the only options (and to really push he needs a meidc behind him and ammo from time to time). His ammo mag could be cut a little, but I think most guns are comparable among skirmishing mercs.
Reading other posts it seems that the data is often not analyzed from the perspective that try hard/skilled players are the ones playing fragger at the moment. We would need to see how good players on x merc fair against a fragger, rather than saying wow that FPS veteran beat up a bunch of noobs who walk onto nades. There are many classes in many games that fair well against bad players but are balanced on higher levels, heavy and spy in tf2 to give just one example.
