FPS jumping up and down

So then in order to get rid of the CPU spike you would need to figure out which cvars affect CPU usage, I don;t remeber all the ones that have been mentioned in the forums, and turn them down until you get less or no more CPU spikes to 100%. If changing the cvars dosn’t help or you are already at the lowest settings available then the only other thing to do would be upgrade the CPU or do some super sweet windows tuning to eliminate anything using CPU while you game.

So my CPU isn’t good enough for BRINK?

The recommended CPU is a quad core, and that’s what I have

No what I am saying is to eliminate the spike to 100% you could try changing some of the cvars that are CPU dependent. I just don’t remember all the ones that you can adjust other than r_shadows 0, without searching thru the forums. Which I don’t need to do as mine runs good as it sits.

I run the exact same processor, but mine is OC’d to 3.8 and I usually sit around 80% CPU Usage. I am not saying you should OC your PC, just giving you a reference. If you are comfortable with OC’ing then go for it, but I take no responsibility for something going awry if you decide to OC.
