Doesn’t the new “Simple” graphics preset help? Thought it was meant to be the lowest possible settings now? I used that as a baseline and whacked up all the textures/dynamic shadows just for prettiness while removing all the other nonsense you do not need in a comp pvp game.

I believe that potato configs are not allowed (they might not even work) since they give the user an unfair advantage over the people playing with regular settings.

Yup. The real potato settings don’t work anymore.
They were heavily restricted because, as you wrote, they gave the player using them a visual advantage.
People then updated their configs but it wasn’t as potato as before.
I don’t know how to edit it myself so I can’t check if the preset is the absolute minimum.
However, if SD says it is I believe them.
