[FORUM LEAK/BUG] Flag > Report doesn't work!?

I wanted to report someone today, as I felt this person should be punished for what he/she wrote.
So what I did was:

  1. Pressed “Flag”.
  2. Pressed “Report”.
  3. Filled it all in. (Screenshot (edited due to privacy/no shaming) 1.)
  4. Got errormessage: “You do not have permission to post in this category.” Whatever that is supposed to mean. (Screenshot 2.)

EDIT: Seeing the seriousness of how bad this actually possibly is… I would like to tag
