If you just made a new account, like i did u wont be able to upload websites, but i still can.

It is due to a system that has been set up to prevent spammers and other forum no-gooders from being able to post links to uncanny websites and locations.

Well, you are able to post websites, but you can’t post full clickable URLs or hypertext/hyperlinks until second rank.
