BL32 allows a more close ranged playstyle with stickybombs and gives you a good chunk of mobility with Springy as well, but BL33 is better in duels and will greatly improve your performances when pre-detonating stickies. Both are good on their own.

ITT People who can’t use the Blishlok/Empire combo properly and rely on unreliable shotguns.

BL32 is for close-range play, BL33 is slightly better for dueling. Either works.

unreliable shotguns?

unlike automatic weapons, shotguns have an extremely reliable spread pattern. If you jump around a lot the cone of pellets is bigger, but it still has the exact same shape. Pretty reliable to me.
