Why would you believe some rep from Activision? What do they know?
I performed a simple test, I played a map on the OCB server (ranked) got 37 kills there and they were added nicely to my total number of kills in the game (the persistent stats tab). Played a game on an unranked server (BBA XP Save server), got 9 kills there and those weren’t added to the total number of kills.
The stats site may be down and it may never be brought to live again, but there still is a difference between ranked and unranked servers.
Wether it’s worth paying the extra money for it is a different discussion.

Then you restart the game and see that everything is reverted.

I’m sorry, I can only tell you what I see with my own eyes, but those 37 kills still count. I didn’t think of restarting the game and checking again, so I rebooted my PC, checked the stats after doing that and the kills were still there. Played another map online, rebooted again and the kills I got during the map are still added to my total (only 9 ). I’ll post the screenshots if you’d like to see them.
One possible explanation is that these data are stored locally, perhaps someone can shed some light on this, but I somehow doubt that. That looks like a really bad choice to me.
My guess is that they’re still collecting the player data and storing it somewhere in a central place.

Yep, I think they are somehow stored with the account data. But they aren’t send to the central stat server anymore. There must be somewhere a kind of master- or accountserver, otherwise we couldn’t log in…

Yeah, looks like Activion fails at supporting game, the guy who said that all match are now unranked is a big lier I picked a smurf account today and my grade went up too, even the scoreboard shows updated emblem.
server you play on sends the update data to you, the stats server ran the stats page
afaik, the server you play on controls your updates in that game, the stats server updates the stats page
I play the game from two different PC’s a laptop and a workstation, my “ranked” server stats are still incrementing and are truly persistent. They carry the latest values gained regardless of the machine or server that I play. These stats are viewed from the game in the persistent stats tab.
There is a central server out there someone and it’s still ticking over, the web page presumably received its updates from this server and the game client does also. Shutting down the website has not shut down the stats server itself.
I also rent a ranked server and I have not received any word on any changes, and I certainly have not gained any extra control of the server to say run a custom map which a non ranked server can do.

Again. Why would anyone pay attention to what an Activision employee said about this if he/she/it clearly doesn’t know what he/she/it is talking about and what the situation really is?
Stats get updated, my kills get recorded and they’re persistent. Read what Bandwith_Bandito had to say about this. They’re still collecting data and it’s stored in a central place. The only way to access the recent data is from inside the game though. There’s no other way as far as I know.
This might be the bare minimum Activision is required to provide by contract or the minimum they think they can get away with.
What do I know?
