Error when purchasing a Merc with $

I just get an error saying “a server error was encountered while performing this operation” do I need to have the funds in my steam wallet to purchase mercs?

Mercs are indeed purchased through the steam wallet if you are using cash, but it should ask you if you want to add funds when the steam overlay pops up. Do you not get the steam overlay to appear when you try and purchase?

Steam overlay required. Steam wallet funds required.

The first part stumped me since I have too many games that dislike it active.
