No, they most likely aren’t. I know there’s another merc, Javelin, that could possibly be released (in the far future). Also, Mercs do very little to keep people playing. From what I’ve seen, and my own personal opinions, new maps, gamemodes, and events keep people playing. Maps and gamemodes being the really important ones. New loadout cards, skins, and tiers will also keep people playing more often as well.
We already have a lot of mercs. I believe we have 18 (correct me if I’m wrong). Aimee and Turtle make that 20. A possible Javelin makes that 21. That’s a shitload of unique characters to play with in an FPS game and even for a MMORPG.
It’s been agreed on many times now that we need new gamemodes and maps before anything (I’ve gathered this from previous polls). Added onto that, after reading a lot of posts and talking to people, a lot of people would like to see better maps as well as a community made maps. I know Splash Damage uses graphs and stuff for balancing and map-making, but a lot of people dislike this. It’s great that can be done, but less reliance on these tools would definitely help the game.
Like with that last major balancing update. A good chunk of it was pointless, and most, if not all of the data, was gathered from high-ranked competitive games. Very few people play competitive, even to this day, though it has grown finally. Most players play in public matches and disregard competitive. You can’t base a game around that if you want people to keep playing. It’s just my opinion, but although they’re trying to head in that “esports” direction, they won’t get very far if their playerbase isn’t maintained. There’s a lot of games on Steam right now that tried to focus on that esport direction, but lack a playerbase and therefore died. We still have plenty of players right now though, so this really all has no relevance.
