enable messages

So i noticed at the end of a round when you go into limbo with getting your xp and ****, i cant hit global to talk and was wondering how i could enable that. it works fine in game just not when a round ends. And thoughts would be appreciated

i had this functionality on both of our servers until yesterday’s patches. hasn’t worked since then but it could now just be a case of enabling something in the console or cfg.
