Dot showen while ADS

I saw a few videos on YouTube, in which someone ADS and had the dot showen. It looked useful and I wanted to activate this aswell, but I couldnt find an option to do so. Can someone tell me were to change this or is this not possible anymore.

That person probably used a mumble crosshair.

yeah this is something i absolutely hate, especially if im playing phantom
whilst cloaked, if i ADS i have no way to tell if im aiming for head or not. I also cant get mumble to work cause of admin file copying problem or whatnot, so it sucks
