Does someone leaving a Matchmaking game effect the winners of the game?

For example say you are on the winning side and someone on the other team leaves. Does that win still count? Is it possible for your MM rank to improve after a win when someone leaves?

Yes it still counts, no matter wich person on wich team leaves.
The only thing affected is, the Team (after someone left) can leave without any panilty after a while. This is also noted on the Screen.
The only thing i might think about that really affects a win is - if the whole opponent team disconnects before the Match ends OR maybe before the second half has been played.
