Yes there are; I was just in one.

If you have a checkmark in your filter for has people and another check mark for not full you’ll miss those servers a lot of times. They tend to be either completely full or empty.

Whenever you find one, you can also save as favorites so next time you don’t need to go searching for it like a needle in a haystack.

They get filled fairly quickly, but noone wants to make the first step and idle in one for a few minutes.

Dunno about you/your region/daytime of your games, but my “eu, midday-evening-gmt”-experience is you’ll have to wait at least a few mins, until somebody finally stays, and the game will start.
If by chance, you get a thrid and a fourth joining and stying, soon, the server will run fine. If not, you can easily play nearly a complete map 1on1.

It was clearly better working before for us, until some backend-update.
