This bug occurs when disarming a C4 when there is another one. In my experience only a secondary and a primary C4.
Both of the bars show up on screen instead of just the one you are defusing.

I saw a triple the other day on underground. Not sure it if was before the dickens update, but Ive only noticed it afterwards. I was going to submit it but kept forgetting.

Yes, while defusing or repairing anything you will also see the progress bars for ALL bombs/other repairs at the same time.
