As the title suggests whenever i use the dev console or the GUI to change my settings and then proceed to later close the game, the next time i open the game the settings will be as they default.

You have to open the ui file itself, change the settings in the code, and then set the file to read only.

oh, thanks, but is there any particular reason that it doesnt save from ingame?

Changes made in the UI should save, unless you’ve modified your config files before and set the files to read-only. In that case, the game keeps your settings in mind during that session, but is unable to write those settings off to the config file because, well, you locked it.
Though there is an issue when changing graphics settings while in a round, apparently all settings show up twice. The ones closest to the bottom of the list should work.
