It’s actually 3% chance of getting a CW loadout on the cases that drop randomly once the event is live, so 10 more times the chance than you believe! Cheer up!

Still, that’s equal to the drop rate of bronze cards, and i’ve only gotten 2-4 of those out of ~175 cases

Same. If this is the answer to people wanting fresh skins for their mercs, I’m going to be incredibly disappointed. The idea of having to hope for the right skin and the right loadout will never be appealing for me.

In order to get these loadouts I have to either 1) Buy 10 elite cases, 2) Hope I get one from a CW Case or CW Elite Case?

These CW Cases do drop, right?

From Paul Younger, author of the article: ‘3% was the original number we were given. However they got back to us later on to say they had made a mistake in the info they sent and it should be 0.3%. So we had to change it. I forgot to edit the above comment with the amended number, So. To clarify, it IS 0.3%’
