So I’ve sunk 300 hours into this game and never spent a dime. When I check the steam marketplace, there’s all sorts of trading cards and backgrounds. I was wondering if I need to spend some money to get premium (if there even is one) for DB so that I may start receiving steam items. If this is so, how much money do I need to spend? $5? $10?

That is Steam dependent, not Dirty Bomb. However, Steam says you get 1 card drop per $9 spent on the game. This is set by Steam, not Nexon or Splash Damage, I am afraid. 
Any other items are earned with the Steam Trading Card system and are not related to the actual game in any way.
