First of all, this discussion should be moved to the Merc/Skin Suggestions discussions.
Second of all, Phantom currently has 410 speed, making his speed 420 would make him as fast as Fletcher. I have a feeling you want him to be a Sniper, but I think 420 is a bit too low for a merc with only 90 health. (Compare Proxy and Kira who both have 90 health and 450 movespeed). At the very least his speed should be 430 like Phoenix.
He seems to be a recon class, but what would he bring to the table that Vassili or Red Eye don’t? Unless you increase the movement speed or health, he would be outgunned at mid-short range regardless of the weapons he has.
