I have made a simple handcar. The wheels and base are a scriptmover made up of clip brushes and a model with a tag for the lever. The lever is an animated misc_gamemodel attached to the tag. My question is there any way to clip the lever dynamically or is there a better way to rock the lever back and forth?
clipping an animated model?

You’re better off with a static clip brush to be honest - there’s enough opportunities for players to get gibbed by moving trains etc. without adding the risk of a frantically pumping handle! Besides, even if you did have a clip brush mover of some sort, it would inevitably get out of synch with the animated model when it was blocked.
Sounds fun though, can we see a pic?

I was thinking about just using a static clip too seeing as it would fix a lot of problems
I’ll post some pics when I get a little bit further
