Well, as @TheDevouringOne said, they might be doing it for their own convenience. And of course for something like this, that would come first.
If the timing doesn’t matter, it’s also worth considering how many players would actually dislike being part of a CMM test. A player who just started playing Dirty Bomb probably doesn’t want to put up with a buggy and as of yet, mostly broken test. Or worse, have this be their first view of the game ever.
If most players don’t like the test, running them when not a lot of people are on might help avoid some of these people.
Point being, there are a lot of factors that we don’t know. Although it might be nice, it’s not necessarily as easy as having it at any time.
