I try to turn it off but it stays on. I have problem with shooting. My gun stops shooting by itself (when I hold left mouse button) So I think it’s related to Thread Sync. Help me to turn it off please.

What exactly is the issue?
If you’re using a config that is set to Read Only, any changes that you make to it will not be saved when using the in-game settings in Dirty Bomb

First of all, I want to turn off Thread Sync. I go to settings from main menu and any changes I make in video settings can’t be saved. Second, When I try to shoot my gun fires with delays and I think it relate to Thread Sync.

I have no clue how thread sync would do anything with your gun firing. All it does is buffer one frame of animation to try and keep FPS high and smooth. That has nothing to do with a gun shooting or not.
If your settings aren’t being saved it means that you probably got a custom config at some point and it’s currently set to Read Only. Go remove that and you’ll be able to save again.

Ooohhh. This is a common bug that came with the new patch. It’s not Thread Sync, it’s the dev’s ability to break their own game.
