Ok I have read the work arounds and they do not work. I have tried Verifying about 100 times nothing. I have deleted and and Re-Downloaded and Installed about the same amount. Have have deleted my ShooterEngine.ini and nothing so can someone please Help!!

You should give us more information what is happen when you try to start the game!
Is steam just popping up the “start game” box for a second, or are there any error messages?
If just the “start game” box is popping up you could try my solution which was working for me:
