It’s a very tiring issue that was reported months ago - and it happens (for me, at least) every time there’s a new update. I’ve given up bothering with fixing it every time, but, if memory serves, you need to:
[s]- Give full access to the ShooterGame-Win32-Shipping.exe file in your …\Steam\SteamApps\common\Dirty Bomb\Binaries\Win32 folder.
- Restart your computer. On reboot, immediately turn off your antivirus/firewall before anything else.
- Go to steam (I’m assuming), and start up Dirty Bomb.
- Hopefully, you should get in. You can then turn on your antivirus/firewall again, and safely reboot your computer afterwards… …until the next patch.[/s]
Edit:
Found the fix I used to get it working in an earlier thread:

Go to Steam, right click on Dirty Bomb and click on Properties, go to Local Files tab and then select Verify integrity of game cache, once it’s done, you’ll see one file was corrupted. Now restart, and right after the restart, disable both Firewall and Antivirus and open the game. Once the game allows you to play, close the game and enable both Firewall and Antivirus and you won’t get the issue again.

yes that fixed it for me ! but its not simple for everyone doing this everytime after update
