I had the same bug a few minutes ago, i wanted Vassili but the game charged me for Arty and even funnier, didn’t unlock any of those two mercs. i don’t know is it a factor but i play using steam.

Its a known bug. Some people it happens others it doesn’t. Steam is the only platform available now.
