Are Spark's primary weapons secondary weapons of other mercs?

Pretty much. If you want a strong primary for her, go for the Empire-9. That machine pistol is basically an SMG.

Yes, they’re the secondary SMGs of Vassili and Proxy, along with Fletcher’s Empire-9.

Surely you mean Sparks’ two secondaries. The Paradox Gun is clearly her primary!

In all seriousness, my main gripe is muscle memory. I keep hitting ‘2’ to swap to my SMG.

I really loved how it was back in early alpha, Fragger and Thunder had rifles as secondaries along with lmgs as primaries
