Aquarium escort mission bug

Encountered a game where on escort mission the VIP would not move.
This occurred from the start of the escort mission.
The VIP was full health and in the base command post area (behind turrets), naturally all the bots stayed with the target.
I noticed the animation of target was in the downed state but health bar was full.
Anybody else experienced this?
